Yes, but only to establish why they need welfare

If they have a criminal record and aren't taking them because they're stressed about providing for their family, arrest them. Otherwise, provide treatment and ensure that welfare doesn't go towards buying booze or drugs.

Also ensure that recipients are honest about themselves and don't lie.
